Stuart Richard Young took silk in 2024. He has represented clients throughout the Caribbean region as an advocate in addition to serving the people of the Republic of Trinidad and Tobago as an elected Member of the House of Representatives of the Parliament of the Republic of Trinidad and Tobago since September 2015. 

Stuart is an experienced advocate and litigator with a broad practice in Complex Commercial Litigation, Banking and Financial Services, Constitutional and Public Law, Insurance, Industrial Relations, Medical Negligence and Personal Injury matters, Election Petitions and Director liability matters. He has also led many complex negotiations in the Oil & Gas arena and acquired a specialized appreciation of matters related to the global energy sector. 

Stuart has also developed particular expertise in crisis management and as a negotiator in a wide variety of subject matters. Recently, his expertise and unique experience gained over a ten-year career in Government, where he held a range of Cabinet portfolios including, as the 8th Prime Minister of Trinidad and Tobago, has been sought regionally and internationally.

Prior to entering into elected politics in September 2015, Stuart practised as an advocate attorney for 17 years, having initially been called to the Bar of England and Wales in 1997 and the Republic of Trinidad and Tobago in 1998. Apart from his extensive range as counsel, he appeared as Counsel in several Commissions of Enquiry in Trinidad and Tobago and also appeared at various statutory and internal tribunals. He had a wide client base and in addition to his commercial clientele, he also represented many unions and workers in Industrial Relations matters and embodied the title of advocate attorney throughout his practice.

Stuart has been called to the Bar in England and Wales (1997), Trinidad and Tobago (1998), the Commonwealth of Dominica (2010), Antigua and Barbuda (2014) and St. Vincent and the Grenadines (2026). 

In July 2025, Stuart established Integritas Chambers in Port-of-Spain, Trinidad and some of his recent matters of note include:- 

  • Acting for the former Governor of the Central Bank of Trinidad and Tobago against the State (Cabinet and AG) – Judicial Review and Constitutional claim;
  • Acting for a Shipyard, which was established over 100 year ago in Antigua and Barbuda – in a breach of contract and conspiracy to defraud claim;
  • Acting for Executors in an action in Antigua and Barbuda where their actions have been challenged;
  • Acting for former CEPEP contractors in Judicial Review and Constitutional Claims against the Cabinet of Trinidad and Tobago, the CEPEP Company and Ors.;  
  • Acting for Opposition members in St. Vincent and the Grenadines in Election Petitions challenging the eligibility of the Prime Minister and Minister of Foreign Affairs to be nominated and elected in the November 2025 General Election; and 
  • Advising various clients with respect to global energy related matters.

Stuart returned to legal practice in July 2025 and has an active practice not only in Trinidad and Tobago but he is also growing a regional one recently appearing in the High Courts of Antigua and Barbuda and St Vincent and the Grenadines.

Politics

From 2015 to 2025, Stuart, in his capacity as an elected member of parliament and member of the Cabinet of Trinidad and Tobago served his constituents and the wider national community as a member of the People’s National Movement party, where he also served as the party’s elected Chairman from 2022 to 2025. 

He was instrumental in the re-negotiation of several critical contracts in the country’s hydrocarbon sector. Most notably, are his efforts to ensure the unprecedented restructuring of Atlantic LNG with shareholders Shell and bp. Also, in December 2023, he led the negotiation of a 30-year Exploration and Production Licence for the production and export of natural gas from the Bolivarian Republic of Venezuela to Trinidad and Tobago (a joint venture with Shell and the National Gas Company of Trinidad and Tobago (NGC)). Additionally, in 2024, he steered the successful negotiations on behalf of the Government of Trinidad and Tobago to acquire another licence, granted by the Government of Venezuela for exploration and production of natural gas from the Cocuina-Manakin cross border gas field securing an agreement for NGC and bp to jointly operate this field. 

As the Minister of Energy, Stuart presented at a number of International Energy Conferences including, CERA Week 2023 and 2024, LNG2023, the Association of International Energy Negotiators (AIEN) and Energy Conferences in Guyana, Suriname, Trinidad and Tobago to name a few.

Stuart concluded his two consecutively elected terms honourably and held the ministerial positions of Minister of Energy and Energy Industries, Minister of National Security, Minister of Communications, Minister in the Office of the Prime Minister and Minister in the Ministry of the Attorney General and Legal Affairs. In March 2025 Stuart was sworn in as the 8th Prime Minister of the Republic of Trinidad and Tobago.

In the 2025 General Election held on April 28th, Young was victorious in earning a third term as the elected representative for the people of Port of Spain North/ St. Ann’s West Constituency but failed to secure the overall election victory and currently serves as a Member of the Opposition.
